Who is this actually for — the executives who make the promises, or the teams who deliver them?
Both, working from the same evidence. Executives govern the commitments they've made to the CEO, board or exec committee; operational leaders fix the conditions in the value streams that decide whether those commitments land. Neither side has to translate between strategy decks, dashboards and action trackers — it's one reading, presented at the depth each role needs.
What does "govern an outcome" mean in practice — what would I see that I don't see today?

Does this only work for the corporate strategy, or for other kinds of plans too?
